Jim Bishop – Chief Executive Officer
Jim brings over four decades of experience to the company, including a 7-year run as the CEO of a $100m consulting engineering firm. His background includes extensive service as a member of industry boards of direction in both advisory and fiduciary roles. Further, he brings a lengthy list of strategic planning facilitation experiences to the firm.
He graduated from Valparaiso University with a BS in Civil Engineering, and has been a registered professional engineer since 1983. He has earned his recognition as a Certified Director by the National Association of Corporate Directors.
Heather Montgomery – Chief Financial Officer
Heather is a highly analytic and driven senior-level professional brings us close to two decades of progressive management and accounting experience. She has a proven track record for growing revenues, driving greater efficiencies, developing processes, and implementing change. Previously, as CFO of a neighboring engineering firm, she championed the implementation of new technology to provide better visibility, and drive efficiency improvements.
Heather graduated Summa Cum Laude from the University of Alaska Southeast with a BBA in Accounting. She obtained her first C-level role at age 31, and was featured in a CNN Money article about female C-level executives in male-dominated industries.
Mark Harman, P.G., MS4-SCP – Executive Vice President & Chief Operating Officer
Mark has over 22 years of technical and business experience. In his role as Chief Operating Officer, Mark oversees all of ARRO’s offices, including coordination of workload, budgeting, and staff management, and he is a member of ARRO’s Employee Engagement and Advocacy Committee.
Mark is a licensed Professional Geologist in Pennsylvania and received a B.S. in Engineering Geology from Millersville University. He is a Qualified MS4 Stormwater Compliance Professional, and is recognized as a local authority on stormwater, presenting regularly through organizations including PSATS, PWEA, MRWA, and APMM.
Matthew Warfel, P.E. – Executive Vice President & Chief Technical Officer
Matt has over 23 years of experience in planning, design, and construction of wastewater treatment, collection and conveyance systems as well as water treatment, distribution and storage systems. As Chief Technical Officer, Matt oversees operational aspects of ARRO’s technical staff. This includes serving as Company Quality Management Officer, managing implementation of ARRO’s Quality Management Program and assuring that ARRO continues to provide engineering and other technical services that meet or exceed Client expectations. Matt’s role also includes coordination of workload for the teams assigned to specific projects, focusing on bringing projects to completion on time and within budget.
Matt is a licensed professional engineer in Pennsylvania and Maryland. He received a B.S. in Civil & Environmental Engineering and a B.S. in Engineering (Appropriate Technology) from Drexel University, and a M.S. in Civil & Environmental Engineering from Cornell University.
Kimberly Holman – Senior Vice President & Director of Operations
Kim has three decades of experience in business management and the healthcare industry, including pre-hospital emergency services. As Director of Operations, she focuses on improving internal infrastructure and assisting with acquisitions, including personnel integration.
She received a B.S. in Economics as well as in Finance from West Chester University, and an A.S. in Nursing from Delaware County Community College. She also earned a B.S. in Nursing from Wilmington University.
Kim serves on two state boards for Emergency Medical Services in Pennsylvania, as well as on the Pennsylvania Advocacy Chair for the National Association of Emergency Medical Technicians. Kim is also a long-standing member of both Good Fellowship Ambulance and First West Chester Fire Company.
Patrick DiGangi, P.E. – Vice President
Pat brings over 36 years of experience in water, wastewater and municipal engineering to ARRO with the merger of CKS Engineers and ARRO Consulting. He was a shareholder and member of the CKS leadership team when the two merged.
Pat is the appointed engineer for several of the firm’s municipal and authority clients. He has extensive experience in the design, permitting, funding and construction of public infrastructure projects, as well as the preparation of feasibility and planning studies. He is also responsible for the management and operation of the Doylestown, PA office.
Pat is a licensed professional engineer in Pennsylvania, and graduated from Shippensburg University with a Bachelor of Science in Geo-Environmental Science. He is also a member of several professional organizations, including the Pennsylvania Municipal Authorities Association, the Pennsylvania Water Environment Association, and the Eastern Pennsylvania Water Pollution Control Operators Association.
Michael Schober, P.E., BCEE – Vice President & Director of Business Development
Mike brings 37 years of experience in water and wastewater system treatment, distribution and collection. He has experience developing stormwater utilities and implementing Pollution Reduction Plans. Mike’s wastewater engineering and design experience includes facility planning, treatment plant design and evaluation, collection system design and modeling, permitting, infiltration/inflow investigations, inter-municipal agreements and EPA Grant Administration. His various responsibilities have included coordinating activities of professional staff as well as managing design projects and coordinating design teams.
Mike is a licensed Professional Engineer in Pennsylvania, Maryland, West Virginia, Ohio, New York, and Virginia. He received a B.S. in Civil Engineering from Villanova University, and is an American Academy of Engineers and Scientists Board Certified Environmental Engineer. Mike is actively involved in a number of committees and organizations including the Pennsylvania Municipal Authorities Association, the Pennsylvania Water Environment Association, the Eastern Pennsylvania Water Pollution Control Operators Association, the Pennsylvania Society of Professional Engineers, and the Pennsylvania DEP Sewage Advisory Committee.
Nathaniel Merkel, L.O., GISP – Vice President
Nate has 11 years of experience in coordination and management of projects for geographic information system projects for stormwater, water, and wastewater infrastructure. Nate has extensive experience working with municipal officials, including boroughs, townships, and authorities, as well as wetland identification and delineation.
He has worked closely with community water systems to create and implement source water protection plans, developed and updated emergency response plans, operation and maintenance plans, as well as performed security vulnerability assessments.
Nate received a B.S. in Geo-Environmental Science from Shippensburg University. He is a licensed Class E Water System Operator in Pennsylvania, and is a certified GIS professional.
Michele Fountain, P.E. – Assistant Vice President
Michele serves as the client manager for many municipal entities in southeastern PA. She is responsible for design plans, contract documents, bidding, procurement, inspection, and close-out for a wide range of capital improvement projects including stormwater management, sanitary sewer extensions, ordinance development, and landscape and recreation trail plans.
Michele has been coordinating typical municipal programs for over three decades using her expertise in permit reviews, road programs, zoning/subdivision review, improvements inspections, grant funding and floodplain administration. Michele has also served as the MS4 coordinator for ARRO Consulting/CKS clients.
She is a licensed Professional Engineer in Pennsylvania, and received a Bachelor of Civil Engineering from Villanova University.
William Bohner, P.E. – Assistant Vice President
Bill has 38 years of experience in mechanical engineering including heating, ventilation, air conditioning, and building mechanical systems. Bill has reviewed construction plans for wastewater collection/conveyance systems as well as water distribution systems. He is versed in wastewater conveyance system design, selecting equipment, developing specifications, and overseeing construction management.
Bill has extensive experience in preparing Act 537 plans, hydraulic models, water and sewer studies, and infiltration/inflow studies.
Bill is a licensed Professional Engineer in Pennsylvania and Maryland and received a B.S. in Mechanical Engineering from the University of Pittsburgh.
CKS Staff
In addition to the above individuals, CKS has a staff of 40 employees that include Professional Engineers, Licensed Surveyors, AutoCAD and GIS Technicians, Assistant Construction Managers, Field Inspectors, Technical Assistants and administrative personnel. All are valuable members of a team dedicated to serving our municipal clients.
